1. Cut meat into strips 1 1/2 inches wide and 3 inches long. Toss in bowl with mustard. Roll in flour. Brown both sides in oil. Add more oil as necessary.
2. Remove strips to a 1 1/2 quart casserole. Add garlic and onion to hot oil. Cook until brown. Stir in remaining ingredients and bring to a boil. Simmer about 10 minutes.
3. Pour over steak strips. Cover tightly. Bake in a 300 degree oven for 2 to 2 1/2 hours or until tender. Adding more water if necessary. Or cook in a tightly covered kettle on top of the stove until tender
