1) Mix together flour, baking powder, salt and sugar. Rub in the shortening and add the milk. This will make a dough soft enough to be rolled on floured pastry board. Sprinkle with the cinnamon and raisins. Roll out to a thickness of ½ inch. Cut in pieces 1 ½ inches long.
2) Place in greased pan. Bake in hot oven for about 25 minutes.
