Soak Rice and Dal together for 3-4 hours and grind them to bhaji flour consistency in a wet grinder and add salt. For Stuffing: Boil potatoes in a microwave, peel and smash them. Grind green chillies, cumin seeds and Ginger(little). Take a pan fry cashews , now add the paste fry till raw smell goes ,then add grated coconut and fry for 2 mins, then and boiled potatoes and salt. Take off from the stove and make balls of this mixture, making sure each ball has one cashew at at least. Dip the balls in the batter and fry them for super crispy Bondas.
