Directions \| How to make Cucumber-Pasta Salad

Cook pasta according to package directions. Drain, rinse with cold water, and drain again. Combine vinegar, oil, sugar, salt, dillweed, pepper and water. Cover and shake well. In a large bowl, combine pasta, cucumber, celery, and onions. Add dressing, and toss to coat. Cover and chill.
