1.In a large pan, cook the onions,garlic, and salt and pepper until onion is tender. 2.Add the garlc and rice and stir frequently. 3.Then add in the tomato juice and 1 cup water in the rice mixtuer and bring to all boil. Reduce the heat, cover and slimmer for 15 minutes over medium heat rice is tender. 4.Stir in the tomatoes and capsicum, cook for another 7-8 minutes. Take off the fire. Cool it to room tempreature. Then put in a serving bowl and refrigerate til chilled thoroughly. 5.Garnish with the chopped parsely and serve chilled.
