Slightly roast sesame seeds in a pan taking care not to burn them. Powder them finely. Heat water in a heavy-bottomed pan and add jaggery. Stir until well dissolved. Boil for 2-3 minutes. Add the powdered sesame and cardomom. Keep stirring well until the mixture thickens into a halwa consistency. Remove pan from fire. Once cool, empty into a bowl and refrigerate the halwa. The halwa will harden in a few hours. Remove from the fridge, make balls and roll in coconut gratings. and store.
